What is TESDA?
The Technical Education and Skills Development Authority (TESDA) is the Philippine government agency responsible for all technical-vocational education and training (TVET). Established in 1994, TESDA accredits training institutions, registers TVET programs, certifies workers through the National Certificate (NC) system, and administers scholarship programs. The NC Qualification System and Assessment Fees
TESDA qualifications are structured under four NC levels plus COC. NC I: entry-level, ₱400–700 assessment fee, 2–3 months. NC II: most required, ₱500–1,000 assessment fee, 3–6 months. NC III: supervisory, ₱700–1,100 assessment fee, 6–12 months. NC IV: management, ₱900–1,500 assessment fee, 12+ months. Assessment fees are paid separately from training fees and are charged per competency assessment attempt.
Recognition of Prior Learning (RPL)
RPL allows workers with relevant experience to skip training entirely and go directly to the competency assessment. TESDA evaluates your existing skills against the Training Regulations for your chosen qualification. If you pass, you receive the full NC certificate — saving months of training time.
